American with Disabilities Act (ADA) Transition Plan – 2016 Update
This project is to annually update the ADA transition plan. The PSA for the 2016 update with Kimley Horn and Associates, Inc. in the amount of $100,000 was approved by Town Council March 21, 2016. All tasks complete. Anticipate final transition plan document going to Town Council in March.
Denton Creek Boulevard Bridge and Spine Road 12-Inch Water line (Graham Branch Crossing)
The project includes the design of a 260 foot multiple span 4-lane bridge, a 12” water line, and a 12” re-use water line, both extending to the bridge limits. The project also includes all required survey, geotechnical services, environmental assessments, hydraulic analyses, and permitting. The professional services agreement for design services is scheduled for March to be considered by Town Council.
The project includes the completion of 340 feet of a four lane section of Firewheel Drive. The professional services agreement with Nathan D. Maier Consulting Engineers, Inc., to provide professional engineering services, in an amount not to exceed $56,560, was approved by Town Council on November 7, 2016. 100% plans were received. Bid schedule is being planned.
FM 1171 at River Walk Drive Intersection
The project consists of a westbound right-turn lane, northbound left-turn lane, and southbound left-turn lane at FM 1171 and River Walk Drive. The project will also include approximately 400 feet of new sidewalk along westbound right-turn lane and traffic signal improvements at the intersection. The professional services agreement with Kimley-Horn and Associates, Inc., for the design of the project in the amount of $87,500, was approved by Town Council on December 4, 2017. Survey is complete.
The project includes the installation of a FM 1171 eastbound turn lane at the FM 1171/FM 2499 intersection. The project includes approximately 530 feet of paving, relocation of an existing 8 foot hike/bike trail, and utility relocation. The design contract in the amount of $52,000 was awarded to Kimley-Horn and Associates, Inc. on February 15, 2016. The award of the contract to Axis Contracting, Inc., in the amount of $426,276.25, was approved by Town Council on July 17, 2017. Notice to proceed was issued November 27. Paving scheduled; weather permitting.
Anticipated completion: April 2018
FM 1171 Westbound Turn Lane at FM 1171/FM 2499 Intersection
The project includes the installation of a FM 1171 westbound turn lane at the FM 1171/FM 2499 intersection. The project includes approximately 410 feet of paving, hike/bike trails, utility relocations and traffic signal upgrades. The design contract in the amount of $55,000 was awarded to Kimley-Horn and Associates, Inc. on October 3, 2016. Design is ongoing. Right-of-way acquisition is ongoing. Buried utilities were located and several lines will need to be relocated. Comments on 90% complete plans were returned.
FM 2499 at Lakeside Parkway Northbound Right Turn Lane
The project consists of the design of a northbound right turn lane along FM 2499 at Lakeside Parkway. The professional services agreement with Kimley-Horn and Associates, Inc., to provide design services for the project, is scheduled for the March 5 council meeting.
The project includes the replacement of an undersized drainage structure under FM 2499 west of the FM 2499/Gerault intersection, the installation of a new drainage structure for the existing drainage structure that is being replaced running along the western side of FM 2499 to Denton Creek, and the extension of the fly-over lane into Grapevine and FM 2499/Gerault Intersection improvements. A professional services agreement with Northgate Constructors, providing for the preliminary design of the drainage Improvements portion of the project, in the amount of $492,168 was approved by the Town Council on December 15, 2014. RTC approved $7M funding for the project on January 15, 2015. Amendment No. 1 to the PSA increasing the design contract in the amount of $383,092 was approved by Town Council on July 20. The construction contract to Mario Sinacola & Sons Excavating, Inc., in the amount of $6,975,634.45, was approved by Town Council on June 19, 2017. Ongoing work/installations:
- Box culvert - Traffic switch occurred this week and will allow the remaining box to be installed. The intake structure work will resume as soon as the pond is pumped down.
Lakeside Parkway (FM 2499 to HWY121)
Upgrade from a 4-lane to a 6-lane divided arterial including paving, traffic signals, street lighting and franchise utility relocations. Staff met with consultant to discuss grant funding eligibility and application requirements. Initial draft of grant application request prepared and submitted. NCTOG is reviewing and rating the application. In February 2018, the Town received word that grant funding from NCTCOG was not approved.
Lakeside Parkway (FM 2499 to HWY121)
Lake Forest Boulevard Bridge and Waterline Improvements (Foxborough Trail to Lincoln Court)
The project consists of the construction of approximately 700 feet of two
lane concrete curb and gutter roadway. The project also includes two box culverts creek crossings, retaining walls, enclosed drainage system and 800 feet of 12 inch waterline. The professional services agreement for the design, with CP&Y, Inc., in the amount of $123,510, was approved by Town Council on November 7, 2016. Design is ongoing. Staff is negotiating acquisition of some needed easements. Drainage easement acquisition documents are being prepared. Project was advertised for bid February 11, 2018. Construction award is scheduled for April.
Sidewalks Links and ADA Improvements program
The project includes the construction of missing sidewalk gaps, reconstruction of ADA Transition Plan identified sidewalk and ADA ramps and facility and park improvements, for the purpose of maintaining Town sidewalks and ADA improvements. The award of a contract to two vendors, VA Construction Inc. and Apex Concrete Construction Inc., for a first year estimated amount of $416,000 was approved by Town Council on December 5. 2016. The contract is for one year with four one-year renewal options. Ongoing projects:
- FM 1171 (north side) – Eads to Parker Square (Approximately 1,500 linear feet) - working on TxDot permit
- River Walk Drive (east side) – FM 1171 North to Olympia Drive (Approximately 475 linear feet)
- In addition approximately 620 linear feet of sidewalk gap along FM 1171 west of River Walk will be completed as part of the FM 1171 westbound Turn Lane Project.
Street Reconstruction Projects 2016 - II
This project includes the following streets:
- Yucca (from Sagebrush Drive to approximately 700 feet south of FM 1171) - Design is ongoing. Staff received 95% plans last week. Anticipate combining Yucca with the Churchill Drive project for bidding.
- Woodbine Street (from Timber Creek Road to Bluestem Street) - A Spectrum line was identified and will need to be relocated. Waterline, service to meter and meter boxes, identified as needing replacement. A change order and CIP amendment were approved by Council on February 19, 2018. Water line work will begin after rain stops.
The project consists of the upgrade of Yucca Drive from an open section two lane asphalt road to two lane concrete curb and gutter road (excludes sidewalks per neighborhood's request). The project also includes reconstruction of the existing concrete curb and gutter Woodbine Street (excludes sidewalks per neighborhood’s request). On June 20, 2016 the professional services agreement with Ciado and Associates, Inc., to provide professional engineering services, in the amount of $181,249, was approved by Town Council. On June 5, 2017 the Town Council approved Amendment No. 2 in the amount of $17,937 to the professional services contract to provide additional design services associated with the relocation and replacement of approximately 1,150 linear feet of waterline along Yucca Drive. The construction award to Tiseo Paving Company for the Woodbine Street Reconstruction Project, in the amount of $1,937,088.50 was approved by Town Council on August 21.
Anticipated completion: Woodbine - September 2018
Traffic Signal – FM 2499/College Parkway Intersection and FM 2499/Silveron Boulevard-Lakeside Village Road Intersection
The project includes the installation of new traffic signals. A professional services agreement with Kimley-Horn and Associates, Inc., to provide traffic signal design services, in the amount of $28,000, was approved by Town Council on May 15, 2017. It is estimated that the completion of both sets of plans will take 70 calendar days. Ongoing work/installations:
FM 2499/College Parkway:
- Construction award was approved at the January 18, 2018 council meeting. Anticipated start date is late March, with completion July 2018.
- Design has begun. A Texas Department of Licensing and Regulation (TDLR) exception letter is being prepared to be submitted to TDLR, due to the inability to meet ADA requirements because of the super elevation of FM 2499.
Traffic Signal – US 377/Canyon Falls Intersection and FM 407/Browning- Highland Village Intersections
The project includes installation of a new temporary traffic signal. The project also includes the replacement and upgrade of the existing traffic signals located at the FM 407/Browning-Highland Village intersection. In addition, the new poles will allow for some additional efficiency in the north/south direction that will aid in getting traffic through the intersection. With this project, Highland Village has committed to re-striping a portion of the roadway that is within Highland Village to allow for the upgrade to happen. A professional services agreement with Stantec Consulting Service, Inc, in the amount of $45,330, was approved by Town Council on June 5, 2017. It is estimated that the completion of both sets of plans will take 98 calendar days. Ongoing work/installations:
US 377/Canyon Falls:
- Plans were sent to TxDot for permit approval.
FM 407/Browning-Highland Village (reconstruction only):
- Design is ongoing. Plans are 90% complete. Plans sent to TxDot for permit approval.
The project consists of the upgrade of the existing two lane open section asphalt roadway to a two lane urban collector street. The project includes the installation of the two lane concrete street including an enclosed drainage system and a roundabout at the Waketon Road/Chinn Chapel intersection. The professional services agreement for the design phase services, with Halff Associates, Inc., in the amount of $243,225, was approved by Town Council on November 21, 2016. The kick-off meeting was held on December 15. Design is ongoing. ROW acquisition is ongoing. 95% complete plan review comments by staff were provided to the consultant.
Waketon Road (From FM2499 to Western Limits of Bradford Parks Subdivision) and Rippy Road Improvements (From Waketon Road to Pecan Meadows) (Developer)
The project consist of the upgrade of the existing Waketon Road and Rippy Road open section asphalt roads located adjacent to the Bradford Parks subdivision to a two lane urban collector. The temporary northbound lane is installed. Ongoing work/installations:
