Canyon Falls Park improvements
The project consists of the development of a master plan for the 10.756 acres of park land within the Canyon Falls development. The scope of the work also includes multiple opportunities for public outreach and input during the development of the master plan process in order to create the final master plan which will be presented for recommendation to the Parks, Arts, and Library Services Board and Town Council for final approval. The professional services agreement with MESA Design Group Consultants, Inc., to provide design services, in the amount of $44,000, was approved by Town Council on November 21, 2016. The first public meeting was held on November 30. Additionally online surveys were conducted for further input. Mesa Design Group presented two conceptual master plans during a public hearing to the Parks Board on February 2, 2017 where the board selected concept A. The final conceptual master plan - concept A will be presented to Town Council for approval on March 6.
Cortadera Park Pond Project
This project is for mapping, design and dredging of the existing park pond. The project is currently under design. Staff anticipates the award of the construction project at the November 3, 2014 Town Council meeting. A bid opening was held on November 21, 2014 and the one bid received was over budget. A second bid opening was held on May 6, 2015. Unfortunately no bids were received for the project. With no responses received after two bid openings (possibly due to the size of the project), this project is being added to the Rheudasil/Wilkerson pond dredging project. The professional services agreement for the design and bidding phases services for the dredging with Garver, LLC in the amount of $6,200 was approved through a Manager Communication. The completion of the plans and award of the construction contract will match up with the Rheudasil/Wilkerson ponds project.
Heritage Park – Phase III
This phase of the project includes an approximate 3000 sq. ft interactive play splash pad, a bio-swale and landscaping. Additional amenities include: a rustic pavilion/outdoor classroom, a small restroom, 40 additional parking spaces and connecting trails. The restroom will provide facilities for the rustic pavilion, future disc golf course and dog park users. A professional services agreement with Schrickel, Rollins and Associates, Inc., to provide master planning and construction documents in the amount of $139,750 was approved by Town Council on June 6, 2016. Bids were advertised in December. No bids were received for the project. The project was rebid last week, with Northstar Construction being the lowest bidder. Anticipate construction beginning in June 2017.
This project is for the pond dredging and bank stabilization for Rheudasil and Wilkerson ponds. A PSA to prepare the FEMA LOMAR application and a T&ES study in the amount of $11,000 was approved by Town Council on August 3, 2015. On September 8, Town Council approved the funding of the project as well as adding the Wilkerson ponds to the project. Design Amendment No. 1 to provide additional services related to a FEMA Letter of Map Revision (LOMR) application and a T&ES Study in the amount of $11,000 was approved by Manager Communication. It is anticipated that the submittal of the LOMR, review by FEMA and the approval of the LOMR will take up to 6 months. The PSA for the design of the dredging and bank stabilization of the ponds with Garver, LLC for $206,600.00 was approved by Town Council on December 7. The estimated time frame to obtain the USACE 404 Permit is 6 months. It is anticipated the permit should be issued in June 2016. The overall schedule will time the award of the construction contract with the issuance of the permit. Design is ongoing. The consultant is working on the completion of the plans and it is anticipated that 65% completed plans will be completed by the end of January. The USACE 404 permit application packet, including plans, was submitted on October 7 with additional documentation submitted, per the Corps request, on October 16. The consultant is working with the COE to finalize the issuance of the permit. It is anticipated that 95% completed plans will be completed by March 2017.
Twin Coves Park Improvements
This project (phase IA)consists of preparation of a master plan to include RV sites, roads and parking, pavilions, primitive camp sites, cabins, restroom/shower facilities, kayak/boat launch, trails, and other recreational facilities. The design contract with MHS Planning and Design Inc., in the amount of $274,000 was awarded at the October 20, 2014 Town Council Meeting. The award of the CMAR Agreement to Dean Electric, Inc., dba Dean Construction was approved by Town Council on March 16, 2015. The construction manager at risk award for phase IA to Dean Electric Inc., in the amount of $2,880,871.97, was approved by Town Council on November 2. The PSA for the design and bidding phase services for phase 1B with MHS Planning and Design for $65,250 was approved by Town Council on November 2. The notice to proceed was issued with an effective start date of November 23. Ongoing work/installations:
- Stabilization of the sub base - complete
- Concrete paving - complete
- RV patios and fire rings.
Cabins are ordered. It is anticipated that the delivery of the cabins will begin in February 2017. Phase 1B - Staff is working on the completion of a change order to the current contract for the next phase of improvements that will be partially funded the Texas Park and Wildlife $400,000 grant approved in August 2015. Phase 1B is expected to go to Council in April.
